The cold air intake kit is specifically designed to draw in as much cold air as possible by relocating the air filter as far from the engine as possible, usually in the fender or somewhere in the engine bay.  The cooler air leads to more power so typically the cold air intake generates more power over a drop in air filter or short ram intake kit.
