Test Pipes, sometimes also known as Cat Delete Pipes, are a direct replacement for your restrictive catalytic converter.  By replacing the catalytic converter with a test pipe, you gain power due to a removed restriction.  Since they replace your catalytic converter, they are not smog legal, and are for off road use only.
